him that the normal practice in the Department was only to
agree to licences being issued for arms ordered by the
established government of the country or its authorised
representatives.

On October 3rd, 1932, the Imperial Chemical
Industries letals, Ltd., applied, through the Board of Trade,
for a licence to export machine gun and rifle cartridges to
the State of Sao Paulo. It was recommended to the Board of
Trade that permission for the issue of the licence should be
suspended until the situation in the State, arising out of the
revolution, had been finally elucidated.
